Carroll is a town located in Coös County within the state of New Hampshire, United States. It serves as a significant access point for recreational areas in the White Mountains, including many four-thousand-footers, the Zealand River area, the Presidential Range, and the Presidential Dry River Wilderness. The town is part of the Berlin, NH-VT Micropolitan Statistical Area and lies almost fully within the Connecticut River watershed, which leads south to Long Island Sound.
Land was granted by Governor John Wentworth on February 8, 1772, to Sir Thomas Wentworth, Samuel Langdon, and eighty-one others. The township was originally named Bretton Woods after Sir Thomas's estate in England, appearing as Breton Woods on an 1816 map. On June 22, 1832, the town was incorporated by the General Court as Carroll, in honor of Charles Carroll, a signer of the Declaration of Independence. Early development included starch and lumber industries before tourism brought prosperity.
The town contains several villages, including Twin Mountain and Bretton Woods, which are its two largest settlements. Notable landmarks include the Mount Washington Hotel at Bretton Woods and the Highland Center at Crawford Notch, an Appalachian Mountain Club lodge. The area also features the former logging community of Zealand, established by James Everell Henry around 1880, with remnants of its mill and railroad still visible today.
Tourism has historically defined the character of Carroll, beginning with Hannah and Abel Crawford turning their log cabin into an inn and building the Notch House in 1828. The arrival of the Boston, Concord & Montreal Railroad in 1874 facilitated growth, leading to the construction of grand hotels like the Fabyan House and the Mount Washington Hotel. The latter hosted the 1944 International Monetary Conference, which resulted in the creation of the IMF and World Bank.
The population was 820 at the 2020 census. The town covers a total area of 50.3 square miles, with a small portion being water. Access is provided by U.S. Route 3, U.S. Route 302, and New Hampshire Route 115. Twin Mountain features a small airstrip, while the surrounding White Mountain National Forest offers extensive hiking trails like the Cohos Trail. The region supports both summer and winter resort activities.
