Watertown is a city in and the county seat of Jefferson County, New York, United States. It sits approximately 25 miles south of the Thousand Islands along the Black River, about five miles east of where the river flows into Lake Ontario. The city is bordered by the town of Watertown to the south, east, and west. It serves as the commercial and financial center for the North Country region.
The area was first surveyed in 1795 and settled in March 1800 due to abundant hydropower from the Black River. Designated as the county seat when Jefferson County split from Oneida County in 1805, it incorporated as a village in 1816 and became a city in 1869. It grew into an industrial center before de-industrialization in the mid-1960s led to population decline.
The Public Square Historic District, built in 1805, lies in the middle of the city and is listed on the National Register of Historic Places. The Paddock Arcade, constructed in 1850, is the oldest continuously operating enclosed mall in the United States. Other notable sites include the Emma Flower Taylor Mansion and Trinity Episcopal Church, all listed on the NRHP.
Watertown attracts numerous tourists and summer residents, with shopping by Canadian visitors being important to its economy due to its proximity to the border. The city is a service and shopping destination for personnel at the nearby Fort Drum base. It also claims Rodman native Frank W. Woolworth conceived his mercantile chain idea while working there in 1878.
As of the 2020 United States census, the city has 24,685 residents, making it the largest city in the North Country. It is served by the Watertown International Airport and the Watertown Daily Times newspaper. The Black River is a world-renowned kayaking destination, and the city hosts competition-level events along its waters.
